Is it really free?

Yes. Up to 3 cards per account, completely free, no ads, no credit card required.

Does the recipient need to install anything?

No. Your card is a web link that opens in any smartphone browser. Scanning the QR brings up the save-to-contacts screen using just the built-in camera app.

What does "works without internet" actually mean?

INSA's QR code encodes your full contact info (a vCard) directly, not a link. So it saves even if the scanning phone has zero signal — expo halls, basements, airplane mode included.

Is there an Android app?

Launching soon on Google Play as "INSA Digital Business Card." Until then, you can install it like an app via "Add to Home Screen" in your browser.
